Why only 4500 MR points for $600 in room charges?

On a recent stay in Brazil at the Renaissance Sao Paulo I paid $600 in room rate charges (not counting some incidentals) by CC. I would like to know why only 4500 MR points posted to my account.
Even if the rate included some taxes (none were specified either at the time of booking or at the hotel), a 25% "discount" seems excessive. If it had been a US hotel I probably would have gotten 7000 points or so, as the incidentals would have counted.
Since most of my Marriott stays are in the US, is this standard overseas practice?
