The places where I've most readily (sort of) come across soap paper is in the Indian Subcontinent. It's like a booklet with a bunch of pieces of paper that dissolve into soap when in contact with water. Never found it in the US, but I've never looked to buy it there either. I buy a stash of the stuff at one of a few stores at Khan Market in Delhi.
