From my experience, I have never had a problem chatting in the galley or just standing there as long as the seatbelt signs are off and the F/As aren't working there (if either of these two were occuring, I wouldn't do it obviously)
I'm not taking sides, just presenting facts. I usually enjoy chatting with pax unless we are in the busy times when stretching out in the galley is not conducive to our work environment. I really don't know where the line is drawn between congregating and just hanging out standing.

Recently a girl said she had a lady doing her "yoga" moves in the galley, she stood up and did some stretch and fell back and landed on the f/a, knocking her down and injuring her. Those are some of the things f/a's start to worry about when it's crowded.
