For most web sites, the web application layer (the code that is actually serving the HTML to your browser) provides some sort of geographic lookup functionality (so that you can type "boston" or whatever). Our matrix site also provides that in a separate layer (which we don't generally provide to customers). So that layer might do some translation of "NYC" into lists of airports or whatever.

Under the default industry logic, NYC by itself is the city code for "New York". The city of New York has two airports: LGA and JFK. There are some exceptional conditions where the airport EWR also appears in the city of New York, mostly involving international travel. HPN is an airport in the city of HPN.
