Here's what I see for CO:

VALID SINGLE CONNECT CITIES FROM: TPA TO BOS
CLE DTT EWR NYC

ADDITIONAL RESTRICTIONS ON ROUTING:
TRAVEL MUST NOT BE NONSTOP.

This means that the routing must be either:

TPA-CLE-BOS
TPA-DTW-BOS
TPA-EWR-BOS
TPA-LGA/JFK-BOS

In addition, nonstop travel between TPA and BOS is not permitted, not that CO flies nonstop.
