in colombia there is a similar deal with movistar (telefonica) with a phone, sim, and $5 worth of minutes costing $25.
i was wondering the same thing about the phone working for next time; i'll be able to tell you hopefully in 2 or 3 months

You do get free incoming calls which is nice, but the charges for outgoing calls are outrageous, 50 to 70 cents a minute depending on if phoning cell or land line. Heard that Movistar and Claro conspire to keep prices high.
Claro has a deal now where you can buy a phone with SIM card for about $60 and they give you about $40 of prepaid time, so if anyone is traveling to Peru this might be a good deal depending on your situation.
