Yes...but...with National you have to be an Emerald Club member ( easy enough) to get the spousal privilages.... but...more importantly..the partner or spouse has to be with you when you rent the car. At Avis they are automatically considered authorized drivers whether they go to the rental agency or not.....Avis goes the extra "mile" to make it easy.
I forgot about the Emerald Club requirement. But I don't think that the partner is required to be with you when you rent the car since with Emerald Club (and all the other major car insurance frequent renter programs) you never go to the counter and are never asked at time of exit from the lot about any additional drivers.
