Do you know that no British is obliged by law to have an ID*? Technically, someone could drive a person from somewhere to e.g. London and this person could simply pay with cash and provide no ID. When done, he could be picked up once again and go back home. The perfect ghost or the highest freedom... up to you to decide.
* Are you really surprised that UK is outside Schenghen?
