Open Source, free, and provides most of the common and many of the advanced features offered in Acrobat such as disallow print/copy/modify; documents can be encrypted with either 40 or 128 bit encryption, and a password can be required to open the document.

It installs as a Windows printer driver, and uses GhostScript (also automatically installed) as the formatter. It doesn't add a "generated by" page, restrict the number of pages it will process or watermark the output, either.
