I would highly doubt that's the case. Cell phones can only be used on board when the aircraft is parked away from the gate, the engines are shut down, and the Captain has advised it was okay. She was just following rules from Transport Canada.
I always found it strange that in Canada that is the case but when using a US carrier and landing in the US you are allowed to use your cell phone after landing , they usually announce this once the aircraft is off the runway and making it's way to the gate.
