It's not just India, as others have mentioned in many parts of the world these are extremely common. I've found them in Singapore in a modern MTR station, as well as at the Vatican in the rotuna just outside St Peter's. I usually travel with tissues and or wipes and many of these squat type have food indentations and handles on the sides. If you are worried about your pants getting wet, take them off before squating and hang them on or over the door/side or on your bag.
