I lived and worked in PA for many years, and over those years the use of radar guns has come and gone, according to various court rulings. For example, according to traffic studies, Embarcadero should have a speed limit higher than it actually does. Periodically the local police decide to use radar guns to enforce the speed limit and issue tickets based on the posted speed. Someone with a knowledge of the traffic studies challenged his/her ticket and won in court because the posted speed was deemed too low. Few years later, there were some rule changes regarding radar guns, police began to use them again, and again many tickets were overturned.
On certain streets the police are able to use the radar guns because the posted speed matches the traffic study recommendation - like Cental, just north of San Antonio. Other places, like Embarcadero, challenges to the use of radar guns have been sucessful. Drifting back to my original thought, are the PA police currently using radar on University Avenue?
