I think that tcook is partly right (courtesy of AC's bureau-speak). One of the "benefits" of Prestige/Elite is instant upgrade to Elite/Super Elite if you have sufficient miles/segments prior to October. If you are a "normal" AP member you do not get this instant upgrade benefit.
