EWR is actually closer in miles to Manhattan than either JFK or LGA. It just happens to be across the state line. Personally, I find it much more convenient to get to EWR from Manhattan than LGA without spending $35 on a cab.
EWR is closer to Manhattan than JFK, and may be closer to certain parts of lower Manhattan than LGA. But EWR is about twice as far as LGA (in miles) from the nearest point in Manhattan.
