Longhaul hand luggage ex MAN

The thread currently on the BA board about their new baggage restrictions made me wonder if I can take my case on as hand luggage on an upcoming MAN-LAS flight in the business. Only a short trip so would like to minimise hanging around (and any TSA input...)

It's 21.5x16x9, which in theory should be ok, but does anyone know how bmi judge this? Is is a visual check or a gauge etc?

More generally, has anyone who does this route noticed whether people tend to have full size bags with them? Not flown bmi long haul before.

I know there's a 12kg weight limit, that shouldn't be a problem.
