If you get off at the same station that you boarded, do you ride free?

I was talking to an individual and he claimd that he heard that you could ride a train around Tokyo, get off at the same station that you got on at, and that you could technically not have to pay hardly anything. Is there any truth to this?

Not sure why one would ride around tokyo on a train, i mean i doubt there is much to sea from a train. Overall I was just curious.
