I know for my reroutes that got rid of segments (and should have resulted in lower taxes/fees) that AZ has not been providing the difference between what would be due for such (i.e., taxes/fees) under a new routing. Nor has it been charging for rerouting that would result in higher amounts too. Getting such back is a truly uphill battle with most all carriers, with AZ no exception.
