I'm a little confused by your post.
What is an RSSR?
Regardless, the type of voucher you use doesn't matter. 1K/UGS should have the ticketing fee waived either way.
And I'm not talking about the 1K fee. I'm a 1P. If I book and hold a reservation ONLINE, and do either ticket-by-mail, or turn in my voucher at the ATO, I am not supposed to be charged, regardless of my status, voucher type, height, race, or anything else.
