There is neither any entitlement nor any refund. A nonrefundable ticket is nonrefundable, and you aren't entitled to anything except transportation from A to B as your original ticket says.
They do, however, allow you to apply the value of your ticket (minus the change fee listed in the fare rules) toward a new ticket.
This usually happens when you need to change your itinerary. In the scenario where the price drops for your same itinerary, you are doing exactly the same thing as when you change your itinerary: you're applying the value of your old ticket, minus the change fee, to the new ticket. If the price drop is more than the change fee, CO will issue you a voucher so you can apply that remaining value toward another future ticket.
Seem fair to me, even if it's not as beneficial to us as the old policy was.
