I believe that the Royal Beach Club is only at the Westin, and the Sheratons answer for that is the continental breakfast, VIP lounge, etc that are offered with the CLUB LEVEL rooms.

As for the rate you have above, that seems to be pretty straightforward to me: An ocean view room with 2 double beds, butler service, horsderves, breakfast and the rest.
