Yes there is no xONEx reissue fee, however your TA may (legitimately) charge you a service fee for the extra work. I recently reissued an xONEx and my TA seemed to have old rules (using Amadeus) which didn't allow free reissues.

Note that changing LHR to a stopover will increase your taxes. Plus you have any increase in "taxes" since the original issue, which could be significant.
