For a great setting try the Dubai Creek Golf and Yacht Club. The outside tables are a very pleasant place to spend an evening. There is also a very good steakhouse at The Marriott (JW's). In the same hotel there is a very good Italian place that does logfiredoven pizza.

Also try some of the "local" places away from the big hotels. No booze but authentic middle eastern food and reasonable prices.

I always swear by the Lonely Planet for good recommendations.
