Mainly because he apparently is non-US and could be delayed at INS plus he is flying in on AR ( Aerolineas Argentina) and might not be able to check his luggage through even if he uses the AA baggage counter ( after customs) he might be delayed there plus the security re-entry etc, etc.

Should`d written DCA instead of WDC, and yes I`m Argentinian so Mike`s predictions seems to me the most accurate.
