When AC took over CP, there were only SWU and NA upgrade certs (the SSWUs were a pseudobenefit added later on, which could be used for upgrades from virtually all discounted economy fares, except tango - however, in the process, the new SWUs, could not be used, except for full fare economy tickets (at least for North American routes)). At that time, one could upgrade from V class (and before the takeover, from any discounted economy fare) - therefore, the use of upgrading from H class is an erosion, not an improvements, in benefits.
