My residence is in Tokyo and I did receive 4 systemwide upgrades in early May, according to the letter that came congratulating me on the 1-mil mark, but I have yet to receive a quarterly notice. I thought this could be a problem with the Tokyo Office, so I tried calling the 1-800 Plat number as well (a toll call, of course, from here), but I found the phone system would disconnect after 2 or so minutes. I never made it to a live body, and this happened 5-6 times. (I've noticed the same thing when I call the plat number from my cellphone in the States, come to think of it.) But now armed with FT-info, I'll politely insist with the local AA rep. Thank you all again!
