So you think this sounds like a vacation? If he isn't asked to lead the tour, he shouldn't be paid for leading it.

But the two of them should be paid for the amount of time they spend with these people during the day and night. Their presence is a marketable value for all of those hours of being with perfect strangers. These hours should be paid for quite handsomely especially since this travel agency is a high-end company and probably charges substantial fees. If his presence is meant to be a co-leader as opposed to being silent, MUCH MORE MONEY should be on the table. Before the OP accepts, he should find out precisely, in an itemized list, what the agency expects him to do. Then charge for his services like a lawyer would charge for her hourly billing.
