My grandniece flew MIA-MEX last Friday with her three-week old, and they charged $10 at the airport - told her it would be chargeable on the phone when she called to re-book the flight, and they even printed a receipt at the ticket counter. They said it was taxes (but not specifically which taxes.) Of course, no miles.
