If on cabin luggage only, I woiuld just take the ( well A/Ced and safe ) subway from Long Yang Lu to downtown. The transfer from the Maglev is easy and exposure to outside weather is minimized to a 10 meter stretch. If going to far away parts of town like Honqqiao taking a cab is still the better option. Call your office or hotel from the cab and let them speak to the driver for "finding the right address", then ask for the correct price in English from those people.
