Wrong! UA and AA do, DL does not! You can only upgrade traveling companions on DL. UA and AA upgrades can be freely given to anyone.
[Edited to add:] DL, like other airlines, does allow you to upgrade anyone (M fare or higher) with miles. But you cannot upgrade anyone except traveling companions by using your earned upgrades.
