Is it possible to convert DL miles to ANY other airline/hotel/rail program on a 1:1 basis? Directly or indirectly... Perhaps even 1.5:1 ratio?

This is for exisiting miles in my account, not for future DL travel. (not that my company will be spending another nickel for DL tickets any longer)
