Actually this is a good idea, but I'm not crazy that your paid fare determines your goodwill - with Air Canada's goodwill practice it seems that all passengers experience the same delay, so all passengers are compensated equally.
I suspect Air Canada's current reservation system is not currently able to issue goodwill the way West Jet's does.
So far as I've seen Air Canada offers Aeroplan miles and goodwill travel credits. What else could or should they offer?
