Canada was one of the first countries (along with US and Aus) to begin issuing MRPs in 1985. Because we issue five yr validity books, non-MRPs were long-ago flushed from the system.
But there's always an exception. Ppts issued at consular posts were non-MRP until recently. Current practice has these ppts printed in Canada as full validity MRPs. Cdn consulates also issue limited validity, 8-page emergency passports (I believe they have a white cover) for those travellers who must travel immediately and can't wait for a replacement ppt to be shipped out from Canada.
