I'm not certain I understand the problem you are having. It sounds like you might be experiencing a problem that has been reported before though. If you are trying to mouse over/click the header links before the page has loaded the solution is to let the page load before using those links. In most cases this is not a problem as the page loads fast enough that it is not an issue at all, but on slow page loads it seems that it is possible to mouse over those before some JS info has loaded when using IE.
