Actually, I've done this quite often. Assuming, of course, two things...

First: Clearly establishing that, the mini-bar is "re-stockable" in the first place (not one of those computerized "you touch it, you bought it" models)

Secondly: That I'm on a multiple-night stay and that I'll have time to visit a place nearby where I can purchase items for re-stocking. Case in point: One hotel I use frequently where there's a c-store across the street. Exactly the same stuff as being dispensed in the mini-bar, but at half the price....or even less! My morning stroll over there has become a part of my standard routine!

Never had a problem being charged.
