I may very well be mistaken, but I was under the impression that "Choices" is a Chase-specific program, and that Chase funds the choices themselves, not United. That is, the 1% credit (when redeemed) actually comes out of Chase's pocket. That would explain why only Chase earnings count as actual Choices, but miles earned from other partners do not. Am I correct here? If so, then I would think it would be difficult for United to eliminate the charts and go with a "Choices Only" type of program without having a substantial impact on its dozens of other MP parters. All miles earned from hotel stays, car rentals, *A flights and other various bonuses would then have to be Choices as opposed to RDMs. How would that all work? I'm probably just missing something obvious here, but I somehow don't see that happening.
