That rate (roughly AR$1/min = U$S 0.33/min) is only for local calls. However, you just pick up a prepaid long distance card for calling the States. I recommend two brands for good quality, Hantel or Hable Mas. I believe both charge in the neighborhood of AR$0.17/min = U$S 0.05/min for calls to the US. You can get these prepaid long distance cards from any kiosco when you're picking up the Personal Light prepaid cards for cell phone time. As you see, the cost doesn't come from the long distance but from the cell phone usage.

As for the second part of your question, I don't know how coverage will be outside Gran Bs As. I have not been to Mendoza so others will be a better source of info on that.
