Personal sells SIM cards, this is confirmed. I have done it several times with customers coming from abroad. I have personally purchased them at Personal shops (check web site for exact addresses). As said here, watch for: - high cost per minute when calling locally and having to pay when receiving calls from abroad (at your rate agreed in your plan..in this case...the highest since you will buy pre-paid cards).

For the city of Mendoza, the 3 companies will do: Personal, CTI and Movistar. No one (except those who work in those companies) knows certainly who has the best coverage. As Gaucho says, with Personal you will be definetely ok, specially if you travel to the city of Mendoza and to the Iguazú falls. There are areas inside each province where you do not have signal. Also, some of us consider that CTI coverage is not the best in Argentina...although they are investing lots of money.
