I do not have the Juniper certificate in front of me, but the link you specified is for award travel. The $99 companion certificate has different rules. What does the certificate say? I do know that when I was traveling to Alaska recently and wanted to use the BoA certificate, I was unable to do so.

I just found the Juniper certificate. I see that the certificate does not define Continental U.S. On the Award Chart, it specifically includes Alaska. It does not state that Alaska is included on the certificate.
