It depends which gate your flight leaves from at DUB whether you clear US immigration in Ireland or in the US. For eg the current US DUB - PHL is using a gate at the far end and you clear immigration in Philly. There really isnt a lot of time saved unless you have hand baggage only.
Correct, but all EI flights depart from the B Concourse, which does have the facility. AA use this concourse too. Not sure about Delta or Continental.
