Has anyone heard or experienced a rule with UA that they won't transport pets as cargo if either the departure or destination temp is above 85 degrees F?

My Mom wants to send her dog from ORD-SAN and was pretty much told "Not during the summer" based on the 85 degree rule. I didn't see anything on the traveling with pets section of united.bomb other than a breed restriction for summer.
