I think we're talking about two different things here.

Let's say you have a 4-segment itin and you want saver F. If 1 leg is available in saver F, and 3 in saver Y, you can book F and waitlist the other 3 segments. But you want saver F, but only 1 segment is available, you can waitlist the rest in saver F, but the change can't be made until all segments clear. Same thing if you want saver F but book standard Y: you can't have a mixed standard/saver award.
