All bags that you check must be to the same destination -- this is a security requirement! So you absolutely can never check some bags to SYD and one bag to SIN, for the same passenger ... this has nothing to do with the connection time.

If your ticket was purchased as a transit in SIN then you can check bags through to SYD, otherwise they can only be checked through to SIN. So take a look at your ticket to determine which applies.
