True, but its probably a competitive advantage for Delta to force Airtran to purchase Delta's full Y fares for passenger accomodation versus Delta buying Airtran's much lower Y fares for its own displaced passengers.

This seems like an inherent advantage for a high-cost carrier as long as there are agreements in place that require an airline to put its passengers on other carriers in the event of flight issues.
