This is not a issue isolated with just BA. Air Canada Aeroplan also does the same. They add on fuel surcharges and a "FREE" ticket is no so "FREE"
I hope with this probe into BA they will force them and other airlines to scrap these EXTRA charges and just have it blended in to the fare. After-all fuel is a cost of business.
If I was selling sandwiches and the price of bread was going up I would not be adding a bread surcharge
