I appreciate the responses. The fact that others have upgraded Y-class gov't fares to Asia/Australia for 15,000 miles makes United's explanation seem like a bunch of BS.
Yeah, Q-class fares suck as far as upgrading is concerned...Fortunately I've only had to fly that fare class once.
