Upgrading a Y-Class Gov't Fare (Asia to Continental US)

Greetings all! First time poster, (sorta) long-time flyer here.

I have a question relating to an ongoing dispute I have with Milage Plus over how many miles they deduct when one upgrades a Y-Class Gov't ticket to business class. I travel between the United States and Asia fairly frequently, and for the past five years, everytime I've chosen to upgrade, United has deducted 15,000 miles. On my most recent return flight from Hong Kong to Washington, DC, I again upgraded, but was charged 30,000 miles, even though there was no difference in my ticket.

I've contacted Milage Plus about this discrepancy, but they refuse to credit the difference of 15,000 miles. The customer service rep even went so far so to say that I'd been lucky to have only been charged 15,000 miles numerous other times. Maybe I'm off-base, but I think that's patently ridiculous. Any insight that could be provided would be appreciated. Thanks!
