Select Expedia Customers Are Exempt from Certain Expedia Travel Agency Fees?

I got an email about a benefit of being a frequent customer of Expedia. In there was mention about some benefits including the following wording:

Given that Travelocity has been trying to hit us up for c. $30 per change, dealing with Expedia without such charges is a welcome pleasure. Anyone here have any such experience with this part of Expedia yet?
