It is not elite status that allows one to use an eVIP to upgrade a discount coach fare, it is the eVIP itself. The Y or B requirement is a rule for sticker use by a non-elite. Note that an elite can use stickers to upgrade a non-elite traveling on the same itinerary who is not on Y or B fare. Similarly, an elite can use an eVIP to upgrade a non-elite, it just doesn't have to be on the same itinerary. There are a few deep-discount fares that are not eligible for eVIP upgrade.

I have tried to think of a scenario where a non-elite could have an eVIP in their account, and can come up with none.
