There are a few hotels within/around the NEC complex, (Crowne Plaza and Hilton I think) so sort of within the grounds of the airport.
Thing is, you need to bear in mind that with the dollar still quite weak, you're not going to get much cheaper than $100 without taking a hit on quality and the big advantage of the Novotel is it's walking distance from either terminal, giving you more sleep and less hanging around.
Holiday Inn have a property at the NEC which is £52 a night, so just a shade under $100 including tax but according to the website the free shuttle ends at 10pm, so probably too early for you.
