Well, on certain routes, like YXX-YYZ, all bags can't be fit in the plane. A bit like the CRJ-705 Jazz was flying on YYZ-YYT at christmas time. Putting PTVs would leave even less room below. In addition, they have no winglets; no fuel savings.
